Dr. James Clay Moltz
is Associate Director and Research Professor at the Center for
Nonproliferation Studies, Monterey Institute of International
Studies, CA. He directs the Newly Independent States Nonproliferation
Program (NISNP). He is a specialist in NIS nuclear issues, U.S.-Russian
strategic arms control, space weapons/missile defense issues,
nuclear submarines, and Northeast Asian proliferation issues (Russian
Far East and North Korea). From 1993-98 he was the Founding Editor
of The Nonproliferation Review and from 1996-2000 also
of the web-based DPRK Report (on North Korean issues). His current
research focuses on the politics of U.S. missile defense, space
arms control, nuclear arms reductions, and nuclear submarine proliferation.
Dr. Moltz is co-author of the book Nuclear Weapons and Nonproliferation,
(ABC-CLIO Press, 2002), co-editor of The North Korean Nuclear
Program: Security, Strategy and New Perspectives from Russia
(Routledge, 2000), and author of numerous book chapters and articles
in such journals as Arms Control Today, Asian Survey, Journal
of East Asian Studies, NBR Analysis, The Nonproliferation
Review, and World Politics. His Op-Eds have appeared in the
Los Angeles Times and The New York Times.
